USYNC Registration And Rostering Rules/Guidelines

This hopefully answers some frequently asked questions...,
- A team entering the US Youth Soccer Hawaii State Cup tournament should be a properly registered US Youth Soccer club team and NOT a select team formed for the purpose of competing in this tournament. The team must be in “good standing” with its’ association. There must be at least 9 players on the Tournament Roster who were on the Seasonal Team Roster. The team must have played in an official league against at least 3 other teams. (U19 division exempt from playing in league competition- all other rules apply).
- A team is permitted to only roster 6 Out of District players. HYSA consists of 4 districts-Oahu, Maui, Kauai and the Big Island. For U19, the state of Hawaii is considered one district, and a maximum of 3 out of district players are allowed.
- A team is only permitted to roster 5 players who were formerly registered and rostered with another team. (ie 5 Transfers only). This includes “Double Rostered” players who did not declare their Primary Team as being the one entering the US Youth Soccer Hawaii State Cup tournament and who have to transfer their Primary Eligibility.
- A coach may remove a player from a roster only under the following guidelines. They may do so only in writing using the HYSA Player Status Form available from the HYSA Website or in the HYSA Team Manual. The 4 permissible reasons for removing a player from a roster are basically:
- Injury that will prohibit them from playing .
- A player has moved far enough away that they are unable to continue practice and play.
- A player has violated the Rules of the USSF, USYS and/or the State Rules.
- A player may remove themselves from a roster but they must also complete the Drop Form available from the League. The removal of any player from a roster can only occur after the completion of the League Drop/Release Form.
- In Hawaii, double rostering is permitted in different age divisions, different genders and/or different leagues. A player is eligible to play in US Youth Soccer Hawaii State Cup tournament for the team to which they were first rostered or the one they declared in writing was their primary team if they rostered on 2 teams at the same time. If both teams are entered in the State Cup, they may only participate with their primary team. If both teams are entered in the State Cup, and the player wishes to participate with their secondary team, the player must transfer their primary eligibility status. They should use the HYSA Player Status Form to do this. If the player’s secondary team is entered in the State Cup, but their primary team does not enter, they may participate with their secondary team. They must use the HYSA Player Status Form for this purpose. A player can only play for ONE team in the US Youth Soccer Hawaii State Cup tournament in one seasonal year. (eg. A U12 boy who plays in the tournament in February CANNOT then play in the U13 tournament in April.)
- Players should sign all tournament rosters as their name appears on their Birth Certificate. This is the name your League Registrar has on file and should be put on player pass. The signature on the pass must co-relate to the one on the tournament roster. It is important for coaches to realize that players and teams entering this tournament are heavily scrutinized for eligibility by the HYSA registrar.
- Please remember a team can only have a MAXIMUM of 5 transferred players on its roster at the roster freeze date. All players who wish to transfer must complete a Player Status Form available on the HYSA website. PLAYERS MUST APPEAR ON THE TEAM’S LEAGUE ROSTER BASED ON THE FREEZE DATE.
