Goal(s):  

To provide independent teams and clubs opportunities to develop their players in a non-competitive environment. The "spirit" of the league is developmental, no scores or standings will be kept.  Because of the limited enrollment, a selection criteria and process have been implemented.

Organization:

HYSA has approved the organization and operation of the league to carryout the mission of providing opportunities for younger players during the Spring Season.

REGISTRATION REQUIREMENTS:

All HSL U8-U12 Teams will register on-line through the Affinity System.  Payment will be made by Club or Personal Credit Card.  All participants (players, teams and coaches) must be registered with HYSA and have a current member pass. Priority will be given to HYSA teams that were registered and competed during the Winter season.  New teams will be admitted, space permitting.  All teams must compete in their respective age and gender divisions.  However, U10 teams may request to play in the U11 division, and U11 teams may request to play in the U12 division.  Final selection will be determined by the HSL Selection Committee.

HYSA rules are in effect during this league, with the following modifications:

1. Players from the same club may participate as long as they are properly entered on the game cards prior to the start of the game, have a valid player pass and are age appropriate.  NO write-in's will be allowed, all game cards must be type written.

2. Players wishing to participate on teams from other clubs, or non-club teams, must obtain written permission from their current coach along with properly completed HYSA Player Status Form (PSF).   The PSF must be submitted to the HSL Registration/Finance Chair prior to the game being played.

3. All new players into the HSL must be registered with HYSA.  They must submit a completed HYSA registration form and obtain a valid HYSA pass before they will be allowed to participate in any league match.  Official rosters are maintained by HYSA.

PREGAME PROCEDURES AND EQUIPMENT REQUIREMENTS:

Each team will provide to the referee a completed Game Card and current HYSA player passes. Game cards will be type written and contain all player's names, jersey #'s, date, time and field location, along with the names of all coaches on the sideline for that game. All coaches must display and have a current coaches pass to be a coach in the Hawaii Spring League. Teams without a registered coach will not be allowed to play.

Referees will check that each player has a valid player pass and has been entered on the game cards provided to the referee. Referees or their assistants will also check required player equipment (shinguards, proper footwear), and ask non-uniform wear to be removed (ear-rings, bracelets, etc).

All teams must come prepared with 2 sets of jerseys. Home team should be prepared to change in the event of color conflict. Jerseys should be numbered, and no two players on the same team shall have the same number. Goal Keeper jerseys do not need to be numbered and should differ from the field players and referees.

Team shall occupy the same side of the field, while spectators should remain on the opposite side of the field. Spectators should sit on the side of the field directly opposite their own team's bench.

RESULTS:
The league is developmental.
No scores are recorded.
No standings are kept or posted.

GAME DATES AND TIMES:
Dates and times will be set by the HSL Scheduler.
No games will be played during the US Youth Soccer Hawaii State Cup or HYSA State Championships.

REFEREES:
Teams are advised that the HYSA Spring Scrimmage League is also used to develop young or newly certified referees. Coaches are to instruct parents and spectators of the goal of the league and that all cases of referee abuse will not be tolerated and teams found in violation of the "spirit" of the league will be removed from the league and all entry fees will be forfeited.

In some cases, referees have been assigned a mentor to help train them during the game. The mentor is there to teach the match referees (center and assistant referees).

In the event that only a center referee has been assigned to a game, each team will be required to supply a "club linesman". If only one assistant referee is assigned, then the Home team will be asked to supply a volunteer club linesman. If the Home team cannot supply a volunteer, the Visiting team must. Club linesman will only be asked to call out-of-bounds, and will not call fouls or offside, unless instructed to by the center referee.

RULE OF THE GAME:
General playing rules of FIFA, USYS, and HYSA are in effect and as modfied. Please see HYSA Rule 3 concerning player ejections and suspensions.

MODIFICATIONS TO RULES OF THE GAME:
Slide tackling will not be allowed in the HSL. Any slide tackling will be treated as a dangerous play and an indirect free kick will be given to the opposing team.

Anything not covered in these rules, will be determined by the HSL Coordinator in consultation with HYSA.
